Can you enter Thailand on a tourist visa and stay while you wait for a non immigrant visa to be given

Hey, so I’m going to Thailand with a volunteer foundation in a couple days (they are legit it’s nothing dodgy), but basically me and everyone else on the programme is having problems getting the non immigrant O visa because they keep on asking for more documents. So we might not get our visas in time. If I don’t, would I be able to enter on a tourist visa and when I get my volunteer 90 days visa continue to stay after the tourist visa has run out. Or would I need to leave the country and come back once I get the non immigrant visa?
