Any idea why some outdoor food markets are in place for a couple weeks, then gone for a couple, than back again, then gone again?

This spot in front of the Saphan Khwai BigC has an organized row of food vendor stalls every couple if weeks that lasts for a couple weeks, then it disappears for a couple weeks, then returns.

I’ve noticed a similar pattern with the food stalls outside the OnNut Tesco Lotus.

Is this to comply with some city regulation?
