Tachileik/Mae Sai border — is it open for foreigners to enter from Thailand for the day?

I’d like to visit the markets in Tachileik as well as the hotel of an old friend there. Would be just for the day (or maybe for a night or two if it’s possible).

Is the border open?
What are the entry requirements for a westerner to enter from Thailand?
Is Tachileik safe at the moment?

I don’t plan to travel further than Tachileik itself.
