Buying a Ruby Ring

Hi All,
My wife and I went to a jewellery shop in Bangkok (Gem Production Silom Branch)

She saw a Ruby ring that she really liked and I managed to haggle the price down by 55% however, when I asked to see certification they said they need to get it. They offered to come to our hotel the following day with all the documents and they could take payment at the hotel on my credit card.

When they arrived, I checked the certification and realised all they provided me with is a guarantee card and an invoice. When I rang the manager she said they need to send it to the lab if I wanted a proper certificate from GIT and it would take a week after which they could post it to me (for $300 for the whole thing.

She’s now trying to send me a valuation certificate in order to get the deal closed. I’m no expert but when buying a diamond back home (England) we get a GIA certificate. Her excuse was anything under 3ct doesn’t get a certificate.

Am I right to see this as red flag behaviour and run a mile?

Supposedly the Ruby is Burmese and on inspection it looks great but without certs I don’t even know if it’s Burmese or even a proper Ruby. Any advice or help would be greatly appreciated
