Why is Thailand’s own work permit not accepted anywhere

I am almost certain some of you have experienced this.

I have lived here only 3 years now but since I have moved here. anytime I am required to go to a government place that needs to see my work permit. they do not accept the digital work permit given to me.

when I request for a new real usable physical permit, they say they are unable to do so and they only give out electronic permits.

which after 3 years is still not accepted.

soo… why does the Thai government give me a work permit the Thai government can not accept, and refuse to give me a work permit that is accepted?

luckily these places usually accept residency certificate but. really annoying to get Vs just showing them my valid work permit. which for some reason isn’t valid lol wtf Thailand.
