What is the minimum CC scooter needed to do the Samoeng Loop?

I’m still fairly inexperienced on scooters, but have been driving around Pai for the last two weeks and now I’d like to explore the surrounding areas of Chiang Mai, however I’d like to have a scooter rather than motorbike because of experience level.

Would a 110cc scooter be capable of roads on the Samoeng Loop and up to Doi Saket or is that power really just a city bike?
