please help me save this bird! context in post.

I am a visitor in Thailand and my friend bought this bird at chatuchak market with the intention of setting it free, after seeing its legs being chained up.

I said it isnt a good idea because we know nothing about birds and we dont know if this bird has the ability to survive in the wild, let alone how it will affect the local ecosystem.

she still bought it and we drove 1 hour outside of the city to set it free and after we opened up the box the bird refused to fly away, even after we waited nearly 15 minutes. it still has a cuff on its claw, so maybe it cant fly because of that?

we decided to keep the bird for tonight to figure out what to do.

please help identify this bird and give some advice on whether this bird can survive in the wild. if not, then we need to find a new home for this bird because we arent staying here for a long time.
