Mental Health Records Thailand Elite Visa

I’m debating between an LTR or Thailand Elite Visa and have been aware of the following qualification for some time now:

One of the qualifications for the Elite Visa is “not having been declared as a person of unsound mind, incompetence, or quasi-incompetence.”

I’m now 37 and have been sober and medication free for over 10 years, but more than 15 years ago when I was 23, I was hospitalized due to a manic episode in the US.

I know a background check is performed, and I have no criminal record. But does that background check also look into health records, and does this hospitalization from over 15 years ago automatically disqualify me from applying for an Elite Visa?
