Eating fresh vegetables/fruits, especially street foods?

Everyone says street food is safe as long as you are careful (eat when/where locals eat, look for long lines/well-known places, watch them cook fresh stuff before serving, don’t get ice unless you’re sure it’s factory-made). I also see a lot of common advice is to avoid uncooked/fresh fruits/vegetables if they are not peeled. I have a couple questions then:

1. What about cut fruit? Who knows how dirty the knives used to cut them were?

2. Many dishes have sides/garnishes with fresh vegetables/herbs/fruit… what’s the danger with those? What about things like papaya salad, which is commonly recommended as something to try, but isn’t cooked at all?
