Apply for Thai driver license with visa exemption

Has anyone tried applying for a driver license in Bangkok after entering on a visa exemption?

The law is that you need to have a visa to obtain a driver license, but I have heard that tourists have successfully obtained it as well.

EDIT: Upon reading the comments and contacting local providers, it seems like the visa requirement is not often enforced. The challenge is obtaining a local residence certificate. Some foreign embassies issue this without a visa (US Embassy does not). A hotel/airbnb address is sufficient, but the Thai immigration office will only issue this with a visa.
