Why isn’t Thailand as technologically innovative as other East Asian countries?

There was a recent conversation about Thailand’s start-up industry and why Thailand isn’t successful.

The points are that Thai education doesn’t promote individuality, creativity, and is just mostly rote-learning.

However, this is the same for most schools in East Asia. They are even worse than Thai ones because they teach useless subjects such as poem recitations.

Despite having poor education systems like Thailand, how do countries like China, Japan, Taiwan, and South Korea become more technologically innovative?
