US Visa Appointment in Bangkok

I live in Dubai where the wait time for a US tourist visa appointment is 590 days. I checked in Bangkok and it’s only 16 days now. I regularly visit Thailand for vacation on a tourist visa. I’m not a resident of Thailand. Do you know if it’s possible to get an appointment and do the interview at the US Embassy in Bangkok instead of Dubai? And possibly get the visa without waiting 590 days where I live?

The website says the below so it seems possible? Has anyone done this before?
