Question for Thai Redditors: friend and stalker neighbor

I know that it is very common to be involved in other people’s business when you stay in a village but sometimes it goes too far. My friend, who lives and works in her village, has a dog. The dog is happy living outside in his custom made doghouse with built in fan. This nasty neighbor always peeps into my friend’s yard and gossips endlessly about my friend to other neighbors in the village claiming that dog is not cared for properly because he lives outside. The neighbor even took it a step further to stop by my friend’s office to complain to my friend’s boss! Is there a civil law regarding harassment in Thailand? My friend is looking for legal help.
