Question about ED Visa

Hello guys, I’m in Thailand by visa exemption for 90 days and I’ve seen some comments talking that visa exempts can’t be converted into an ed visa. Is it true?

My university already gave me all the documents to go to the immigration and I did the same question to them, and they said “yes, you can get your ed visa”.

Has anyone here got an ed visa while in a visa exempt? To people living in Chiang Mai, can I do the ed visa submission at Central Festival?
