Parcel stuck at customs – DHL as a broker?

Orderd fragrance and it got stuck in customs. DHL express mailed me some forms, which I filled out and submitted them along with a cooy/picture of my passport.

For some reason that’s not enough and the customs office wants to see my original passport not as copy.

So DHL offered me to act as a broker, pick up the passport at my address and does the registration for me.

Or I make the 30 minutes drive to the customs office myself, register the passport with the tax number DHL send me.

Anyone experienced this as well? DHL doesn’t mention any fees and communication is very slowly.
