Old town, voices over speakers

Good morning everybody,

it's my 3 day in this beautiful city, specifically in the old town area.
I couldn't find anything online about this but there are a few streets here with old loud speakers hooked onto the telephone line poles.
Especially in the morning there is a male voice talking about something. He stops after a few minutes and then starts again.
Does anybody know what I'm talking about and can tell me why this exists here?
In my hometown everybody would be really bothered about something like this lol
