Is it Thai Law for larger establishments not to add VAT to the price but add it afterwards?

I’ve been here nearly a month, and i just ate at a restaurant, which added VAT on after the bill (the prices on menu are without VAT).

As the prices were high anyway, I was pretty surprised and this is the first time this has happened since I’ve been here. I complained and was told that it is Thai law to do so and only smaller restaurants do not do this.

Is this true?

Edit: ok so now the tables have turned. I’ve just got back to my hotel, and for whatever reason the payment didn’t go through and I’ve received a full refund. Do I go back?
