Holiday planning help ( planning 7 days in December)

Is December a good time to visit Thailand if yes what is the best place for the purpose below , enough budget to visit 2 cities

Main purpose : blue water white sand beaches + water sports ( scuba , surfing ) + waterfalls and women 😉

Need help – places I can stay for cheap , party places , shopping points and mainly which one to choose for my preference and main purpose
