Have any of you US citizens living in Nonthaburi recently registered a new car here?

I’m trying to register a new car in Nonthaburi but the process has seemingly changed.

The certificate of residency cannot be notarized by the US Embassy now. Nonthaburi immigration won’t provide the form (although some people on another forum claim that a bribe got it done quickly). My TM30, TM47, Non-O, etc… are all from Nonthaburi so Pathum Thani and Chaeng Wattana won’t provide the form.

I’m going to try to just provide the DLT with my TM30, TM47, Non-O, and passport to see if they will proceed.

Any guidance would be greatly appreciated.
