Grab and bike taxis speeding in alley with pedestrians

I guess the answer will be no, but is there anything that can be done to control the speed of the scooters as they go down a small alley I have to take almost daily?

The alley is about 3-and-a-half people wide. It stretches about 300 metres. Tons of people walk there and it is also a primary shortcut for motorbikes and scooters.

The bike taxis in particular go down the alley at full speed, whipping past people walking with inches to spare. If there are two scooters in opposite directions, they will crowd out any pedestrians and I’ve seen people have to jump out of the way. The scooters don’t slow down at all.

Cars come down the alley occasionally and of course the scooters do everything to go around even if a pedestrian is along the side of the car. Today a Grab driver had to slam on the brakes to avoid hitting me as he blindly tried to go around the car where I was walking.

I’ve seen speedbumps installed in other alleys. Could my building juristic person file a complaint for me? Is it worth me getting involved? Is there anything I can do to protect myself in the alley?
