few questions related issue with ecig (THC) and postal service

A friend of mine has sent a THC eCIG (vape) to Europe via tracked postage and it was stopped by the postal service (!) Yes I know it’s pretty stupid, that’s why I am trying to help him…

As anyone enough experience to explain these points below?
Are the sender on the envelope, the recipient or just the person who sent it “guilty” for that?
What is the penalty to pay (economic or jail) in this case according to Thai law or do they simply not proceed?
How do you know if there is an arrest warrant or a fine to pay for a foreign citizen?
