Expired Thai Passport in U.S.

I’m a Thai citizen residing in Seattle, WA on an F-1 Student Visa. My Thai passport expired on June 2023. (1) Am I eligible to fly from the U.S. back to Thailand on an expired Thai passport? (2) Am I legally allowed to stay in the U.S. until my I-20 expires (graduates college) with an expired Thai passport? (3) What’s the best way to apply for a new passport in the U.S?
