Documents required for transferring a used car from a foreigner to a Thai person

I’m Thai and I’m buying a used car from an expat in Bangkok. He gave me signed copies of his passport, visa and work permit to complete the ownership transfer process. He will not be present at the DLT as he signed the power of attorney document to let me transfer the ownership on his behalf.

However, upon doing more research, I found that a resident certificate issued by the immigration bureau might also be required (a real one, not a photocopy). Is this true? Has anyone sold a car recently or knows about this?

**Update**

I went through the process already and it was way simpler than I first thought. All they needed were

1. Previous owner’s copy of passport
2. Previous owner’s copy of valid Thai visa
3. Previous owner’s copy of work permit (optional)

All of the copies need a real signature of the previous owner.

No residence certificate needed. The work permit that I gave them didn’t have any address.
