Customs Duty Question – under each subheading are various “Duty Exempt” because of trade agreements. My order is from one of these countries, why don’t I get the exempt status? What am I missing?

For my customs duty subjeading, theres 20 agreements for countries around the world, most are exempt including from China. At the end is the WTO agreement with the highest rate 20% which is the one they applied to my duty. Why can’t I get the “duty exempt” if my order is from one of the exempt countries? Is the exempt duty only for licensed import brokers and not ordinary citizens?
