Challenges with getting a visa

I am trying to get my retirement visa in Phuket, but the checklist requires provide them with the house registration copy from the owner, their ID card, and a copy of the title deed of the property. The owner is unwilling to give this, and I can understand why. Those of you who have gotten your retirement visa or a visa with the same requirements, how did you handle it? Do other provinces not require this? Or are other owners willing to provide this? Thanks.
