Many European countries offer short term car rentals in the bigger cities.
They simply spread cars around the city parked on the street or a parking spot and you can register for the smarphone app to just walk to such car, unlock it from the app, use the car 2-3 hours and park it somewhere else in the city. Finish the rental in the app, the car gets automatically locked and you are done after paying a relatively small fee (smaller than a one day rental fee in a regular car rental facility).
