BOI employment question

Does anyone know if employment with a BOI IEAT incorporated company requires a university degree to process a visa and work permit? I am getting conflicting information from 2 different agencies. One is saying that it is a requirement, the other is saying that a high school diploma is sufficient as long as the applicant can provide proof of 5 years relevant work experience. This is not for a teaching job or anything in the education industry, it would be a customer service role.

Any thoughts from someone familiar with the ins and outs of the BOI/IEAT regulations would be appreciated.
