Banned on lanterns for NYE?

Hi all,

I am trying to decide where to go for NYE: Bangkok, Pattaya, Chiang Mai, or just go to Cambodia. The option of Chiang Mai sounds quite interesting because of the lantern thingy, but I have been reading some contradictory information. Has this been cancelled in previous years, or will this take place on the 31st of December this year?

By the way, any other recommendation is more than welcome! :)
