Animal control?

Is there an Animal control contact for aggressive dogs?

I don’t mean random street dogs that are barking.

Where I live (Phitsanulok) there is a shop that has a pack (5) of dogs that have gone after me and my baby multiple times. To the point we can’t walk on that entire block with out them coming after us. Again not the normal street dog barking. All 5 Hackles up, teeth bared, lunging at us to the point I had to back onto a busy street to avoid getting bite. I’ve never had any previous interactions with the dogs or shop owner.

I’ve spoken with the shop owner the few times he has come out and wrangled them back into his shop but he refuses to do anything.

I’d avoid the shop and entire block but it’s at the main intersection leaving our complex so it’s pretty unavoidable since I walk most places.
