Negotiating rent

In my culture, negotiating rent is pretty much unheard of – as with many things.
I’m aware that SEA is a different story.

The rental prices (Phuket) appear to be hyper inflated despite being low season.

I’m aware that Phuket will always be a premium, but 45,000 per month for a two bedroom old apartment appears over the the top.

I’d like to negotiate a ‘realistic’ price but I also don’t want to have the landlord feel uncomfortable.

Is there a ‘rule of thumb’ for negotiating? Say 10%?
